American Science and Engineering, Inc. Receives $1.4 Million Order 

>From U.S. Air Force for PalletSearch X-ray Inspection System for 

Force Protection Applications



BILLERICA, Mass.--(BUSINESS WIRE)--10/01/2003-- AS&E's PalletSearch 

to be Deployed at a U.S. Air Force Base in Europe



American Science and Engineering, Inc. (AMEX: ASE) (AS&E(R)), a 

leader in X-ray detection technology, announced today an order from 

the U.S. Air Force for a PalletSearch(TM) X-ray inspection system. 

PalletSearch, a conveyor-based cargo X-ray inspection system, can 

thoroughly inspect cargo shipped on large pallets, or in air-cargo 

containers. The U.S. Air Force will deploy the PalletSearch system at 

a U.S. Air Force base in Europe to inspect palletized cargo for 

terrorist threats. Valued at approximately $1.4 million, the order 

also includes installation and operator training, and a one-year 

warranty.



"The U.S Air Force currently deploys AS&E's technology for a variety 

of force protection and counterterrorism applications--both 

domestically and overseas, " said Anthony Fabiano, President and CEO. 

"The PalletSearch system combines two detection technologies, Z(R)

highly effective detection tool for United States Air Force officials

NRC OKs power increase for Ariz. Palo Verde 2 nuke



NEW YORK, Oct 3 (Reuters) - The U.S. Nuclear Regulatory Commission 

said on Thursday it approved a 2.9 percent generating capacity 

increase for the 1,270 megawatt Palo Verde 2 nuclear power unit in 

Arizona.



Output at the unit, in Wintersburg, Arizona, will rise to 1,325 MW, 

the NRC said in a statement.



The NRC determined the plant's licensee, Arizona Nuclear Power 

Project, could safely increase power output of the reactor primarily 

through replacing the plant's steam generators.



The unit is currently shut for refueling and the planned steam 

generator maintenance and is expected to return to service in early 

December.



The NRC said it published a notice about the power uprate application 

in the Federal Register, providing the public an opportunity to 

comment or request a hearing. No comments or hearing requests were 

received.



The NRC's safety evaluation of the plant focused on several areas, 

including nuclear steam supply systems, instrumentation and control 

systems, electrical systems, accident evaluations, radiological 

consequences, operations, and technical specification changes.



The Palo Verde plant also consists of the adjacent 1,270 MW units 1 

and 3, which will continue to operate while Unit 2 is shut for the 

outage.



It was not immediately known if the licensee would request power 

uprates for the other units.



APS, a utility subsidiary of Pinnacle West Capital Corp. of Phoenix, 

operates the plant and has a 29.1 percent ownership stake.

Actor comes to Capitol Hill to discuss nuclear disarmament



WASHINGTON (AP) - He's played a president on the big screen, so 

putting on a political hat again was a natural role for Michael 

Douglas, who testified on Capital Hill about nuclear disarmament and 

increased international cooperation by the United States.



"Regarding the reconstruction of Iraq, it has become clear that there 

is no substitute for U.N. cooperation for legitimacy and 

effectiveness," Douglas said Thursday at a panel discussion arranged 

by two House members.



"The American President" star, who is one of the United Nations' 

messengers of peace, recently filmed a documentary on children 

soldiers in Sierra Leone. He said his message to President George W. 

Bush would be to support the Nuclear Nonproliferation Treaty.



Douglas said he is not considering a run for public office, but that 

didn't stop some lawmakers from speculating.



"Considering what's going on in California, did anyone but me - when 

they saw Michael Douglas at the podium - see `An American President?" 

said Rep. Joseph Hoeffel.



Sitting quietly behind Douglas in the audience was his wife, actress 

Catherine Zeta-Jones.

Exelon to Match FPL's $276.5-Million Offer for AmerGen Purchase from 

British Energy



CHICAGO, Oct. 3 /PRNewswire-FirstCall/ -- Exelon Corporation (NYSE: 

EXC) announced today that it will buy British Energy's 50-percent 

interest in AmerGen Energy Co. LLC for $276.5 million, giving Exelon 

sole ownership of AmerGen and its three nuclear plants.



The amount matches the offer by FPL Energy, which announced Sept. 11 

that it intended to buy British Energy's share of AmerGen. Under the 

AmerGen agreement between Exelon and British Energy, either can 

exercise a "right of first refusal" by matching any bona fide third-

party offer agreed to by the other partner.



AmerGen owns the Clinton Power Station in central Illinois, Three 

Mile Island Unit 1 near Harrisburg, Pa., and the Oyster Creek 

Generating Station on the New Jersey shore. The three stations 

represent about 2,500 megawatts of generating capacity.



"We're delighted to bring AmerGen and Clinton, Oyster Creek and TMI-1 

completely inside the Exelon family," said Exelon Chairman and CEO 

John Rowe. "We were satisfied in our relationship with British 

Energy, but if we had to make a change, this was the best possible 

outcome."



Exelon's decision to purchase British Energy's interest ends a 

yearlong effort that began in September 2002 with an announcement 

that both companies intended to explore the possible sale of AmerGen. 

Exelon withdrew from the exploratory sale in March 2003 because bids 

received for AmerGen were insufficient, but British Energy continued 

to look for a buyer for its one- half interest.



Exelon Nuclear President and CNO Jack Skolds, who is also Chairman of 

AmerGen, said the three single-unit sites are already operationally 

integrated with Exelon Nuclear and will continue their record of safe 

and reliable operation. AmerGen is the NRC licensee for the three 

units.



"We've made extensive improvements at all three plants since their 

purchase by AmerGen," Skolds said. "Our commitment is to ensure the 

safety and efficiency of these plants, and we will continue to 

improve our overall performance."



Exelon currently owns a half-share in AmerGen. The purchase will 

increase Exelon's "owned" nuclear generation capacity by about 1,250 

megawatts, to more than 16,000 megawatts. Exelon's overall "managed" 

nuclear generation will remain at 17,800 megawatts because Exelon 

already manages the three AmerGen plants and includes them as a part 

of the Exelon fleet.



Exelon believes the AmerGen sites have significant long-term value. 

License-extension studies are under way at Three Mile Island Unit 1 

and Oyster Creek. On Sept. 25, Exelon submitted an Early Site Permit 

application to the U.S. Nuclear Regulatory Commission identifying the 

Clinton property as a candidate for future nuclear construction 

should the company ever decide to build a new nuclear plant.



The AmerGen sale is expected to be completed in the first half of 

2004.



When the transaction is complete, Exelon will fully own eight of the 

10 nuclear stations it operates. The company will continue to share 

ownership of two stations -- Peach Bottom Atomic Power Station in 

Pennsylvania (with PSE&G owning 50 percent) and Quad Cities 

Generating Station in Illinois (with Mid- American Energy owning 25 

percent). Exelon also owns 50 percent the Salem Nuclear Power Station 

in New Jersey, which is operated by PSE&G.
