RE: Political wranglings over WIPP
Just to answer one question in Thomas Potter's excellent post:
WIPP was opened for several reasons
(1)Hazel O'Leary's late husband Jack wanted the WIPP to open, so Hazel wanted it also.
(2) George Dials, the director of the Carlsbad Area Office at the time, was a master negotiator.
(3) EPA, the certifying agency, was not particularly influenced by the anti-nukes once they purged a couple from their ranks.
(4) There were as many pro-WIPP folks as anti- WIPP in New Meico, and not a large number of either.
(5) the Carlsbad community favored opening it.
(6) the then governor favored it.
(7) New Mexico negotiated lots of road construction for itself
(8) it is, after all, a good and thoroughly studied site for what it is used for.
But Thomas Potter is right -- it was NOT opened because the anti-nukes were convinced to trust the government.
