cosmic rays and Forbush effect

Since the solar storm began on October 29, I am observing a *decrease of

about 0.7 micro-rad/hour in the natural background. This corresponds to

about 10% of the cosmic ray flux at the altitude of LANL. This decrease is

consistent with the "Forbush effect". Question: is there an explanation for

the Forbush effect?
