You may have misinterpreted my comments. What am
implying is that this is another attempt for a
government to save money by failing to invest in
qualified personnel. Sure, you may get people to
apply (the job market is tight), but then you have to
training them to a certain level of competency. By
offering more money, you may bring on a more qualified
and experenced HP. It appears they are filling a
"need."
I certainly think there are qualifed people in state
programs. But what is the future going to be like if
compensation at the state level does not compare with
those of the regulated. You will constantly be
introducing variations between experienced and
inexperienced into the regulatory business.
And what human capital crisis are we talking about.
