The ACGIH 2003 TLVs and BEI Booklet indicates a natural uranium 

Time-Weighted-Average (TWA) air concentration of 0.2 mg/m3 for BOTH soluble 

and insoluble compounds. Hence, the lower value for soluble is not used. 

The backup explanation of this recommendation should be in ACGIH 

"Documentation of the TLV & BEI Indices".
