If that is the correct definition, then I agree with your assessment (that we are in real trouble). I was going to give the ICRP the benefit of doubt and interpret "potential probability" as:



"The expectancy is greater than zero ("potential") that there is a stochastic relationship ("probability") between dose and biological effect", but I was never any good at word definitions.

  This phrase is not redundant. In this case the word "potential" means more than just "possible". It implies an existing mechanism and real capability of significant injury. It's like "potential energy"; it really exists although it might not always be manifested or unleased.
