 This employment opportunity is open to all candidates. No prior Federal

service is required. Status candidates will be considered under the Agency's

Merit Promotion procedures, unless they also request consideration under the

Office of Personnel Management's (OPM) Competitive Procedures and submit two

applications.  Veterans who are preference eligibles or who have been

separated from the armed forces under honorable conditions after three (3)

years or more of continuous active service may apply. (Veterans applying

under this category must provide proof (DD 214) of service with submission

of application).  DUTIES: Incumbent serves as an expert in preparing for and

responding to naturally occurring and manmade emergencies involving nuclear

or radioactive material. Resolving highly complex emergency response program

and project issues which require a comprehensive understanding of Federal

response authorities and plans. Confers with key officials on essential

concepts for the development and implementation of Federal policy and

guidance for emergency preparedness and response. Responsible for

determining cross program requirements and developing solutions acceptable

to all parties and interests involved. Provides expert technical assistance

to other Federal Departments and Agencies, on the controversial,

precedent-setting technical aspects of nuclear/radiological emergency

response. Reviews and evaluates plans and procedures developed by those

agencies, identifies errors or inadequacies, and prepares recommendations

for addressing identified weaknesses. Provides technical guidance in the

administration of programs that are highly dependent on such resource

knowledge, such as the development of standards and guides for acceptable

levels of radioactive material allowed in the environment following an

accident. Applies an in-depth and broad knowledge of DHS/FEMA practices,

procedures, and precedents and uses a high level of professional judgment in

determining practicality, appropriateness and acceptability of program

guidelines. Determines if environmental measurements are statistically

consistent with radionuclide concentrations and doses estimated by models on

the basis of available data. Interprets data for generation of protective

action recommendations, development of messages for the public, and

implementation of protective actions. Prepares technical reports, documents,

and notes on the basis of original work for publication. Conducts studies on

complex nuclear/radiological preparedness and response issues, both

scientific and policy oriented, for policymakers. Prepares technical

testimony for presentation to Congressional committees or hearing boards by

Agency officials.  INTERAGENCY CAREER TRANSITION ASSISTANCE PROGRAM (ICTAP):

Federal Career and Career-Conditional Displaced employees in the local

commuting area who are rated "well qualified" will receive special selection

QUALIFICATION REQUIREMENTS: Applicants must meet the minimum qualification

requirements as contained in the OPM's Qualification Operating Manual. These

are available on line at www.opm.gov. The manual states that one year of

specialized experience equivalent to the next lower grade in the Federal

service is required. Specialized experience is experience which is in or

directly related to the line of work of the position to be filled and which

has equipped the applicant with the particular knowledge, skills, and

abilities to successfully perform the duties of that position.   Applicants

meeting the basic qualification requirements and any selective placement

factor stated in this Employment Opportunity will be rated and ranked on the

following Knowledge, Skills, & Abilities (KSA`s). Applicants must submit a

separate written statement addressing any selective placement factor and

each KSA. Failure to address the selective placement factor and each KSA

separately will result in the applicant receiving no further consideration.

Basic Requirements: A. Degree: natural science or engineering that included

at least 30 semester hours in health physics, engineering, radiological

science, chemistry, physics, biology, mathematics and/or calculus OR

Combination of education and experience--courses as shown in A above plus

appropriate experience or other education; or certification as a health

physicist by the American Board of Health Physics, plus appropriate

experience and other education that provided an understanding of sciences

applicable to health physics comparable to that described in paragraph A.

SELECTIVE PLACEMENT FACTOR: NONE  KNOWLEDGE, SKILLS, & ABILITIES (KSAs):

1.Knowledge of the principles, theories, and practices of radiation

protection and radiological environmental monitoring.  2. Knowledge of

Federal regulations, executive orders, presidential decision directives,

rules, policies,, plans and standards, as they are applicable to

nuclear/radiological emergencies.  3. Ability to communicate effectively

orally and in writing.  4. Knowledge of and experience in the evaluation of

nuclear/radiological emergency preparedness exercises at the Federal, State,

Tribal and/or local levels of government.  5. Knowledge of Federal, State,

and local organizations as they relate to nuclear radiological emergency
