RE: Licensing Radioactive Material Offshore Africa



It would seem to me that would be somewhat dependent on where you are

obtaining them from, where they are being shipped from and where they are

being shipped to.  If as it appears they are being shipped to Angola and the

government of Angola does not have licensing requirements, then what if any

requirements are imposed by the shipping organization.  I would think that

there may be requirements the shipper has to meet to deliver the source

material (e.g. only shipping to an organization licensed to receive the

material).  I am not sure I understand what you are getting at when you say

you are not sure whether you should license the material or not.  I would

think that the material would already be licensed when you get it from the

supplier.

We are putting nuclear level and interface gauges (Cs-137, 100-10,000 mCi)

in operation on a oil platform off the coast of Angola, Africa.  We are

complying with our own (ExxonMobil) and NRC requirements for gauge safety

(ALARA, operator training, certified RSOs, TLD badges for operators, etc.).

However, since neither Angola nor the IAEA have radiation regulations

specific to licensing radioactive material, we are not sure where, if

anywhere, we can/should license the gauges.  Does anyone have an idea?
