But that's the point. The level of review varies in any publication that

does not maintain the typical standard of independent, anonymous peer

review by at least two competent and experienced reviewers. I could get

in trouble with a good friend here, but I would not cite articles in the

HP Newsletter as "peer reviewed literature". There are some great

articles in there, but they are not in the same category as articles in

the HP Journal. They are mostly interesting, informative, and useful,

but should not be cited as "literature" in the same sense as articles in

solid journals. Purely on-line journals can be as good as paper

journals, if the peer review process is as good. Because something is

published in days to weeks instead of months does not make it inferior.

The issue is always the independence of the reviewers and their

expertise.
