SANTA FE The U-S Nuclear Regulatory Commission has upheld its own 

decision against considering health and safety issues New Mexico 

regulators want to raise about a planned uranium enrichment factory 

near Eunice. The N-R-C must license the one-point-two (b) billion-

dollar factory, which would produce fuel for nuclear reactors. 

Louisiana Energy Services want to build the factory. The state 

Environment Department and the attorney general's office have raised 

concerns about waste disposal and other aspects of the factory's 

operations. The N-R-C's licensing board rejected the concerns earlier 

this year. The board says the state agencies failed to follow federal 

procedures in filing them. The N-R-C upheld that decision in August 

and, on Wednesday denied the state's request to reconsider.
