FY 2006 ENERGY AND WATER DEVELOPMENT APPROPRIATIONS [House of
Representatives]

FUNDING LEVELS:
The Chairman’s mark provides a total of $29.7 billion in budget
authority for the U.S. Army Corps of Engineers-Civil, the Department of
Interior including the Bureau of Reclamation, the Department of Energy,
and several Independent Agencies. This bill is $131.7 million below FY05
and the same as the President’s budget request.

DEPARTMENT OF ENERGY:
The recommendation of $24.6 billion for the Department of Energy is $278
million over FY05 and $362 million above the budget request.
· The Committee funds the Yucca Mountain repository at $661 million, $84
million above FY05 and $10 million over the request. This includes $310
million for Nuclear Waste Disposal and $351 million for Defense Nuclear
Waste Disposal. The additional funds are provided to begin move spent
nuclear fuel away from reactor sites to an interim DOE storage facility.
Resources are included to the Office of Nuclear Energy, Science and
Technology to develop a spent fuel recycling initiative for the United
States.
· The Power Marketing Administrations are funded at $265 million, $57
million above last year and $208 million above the request. The
committee does not include a controversial Administration proposal to
use revenues collected from Power Marketing Administrations power sales
to augment the budget of the Army Corps.
· The National Nuclear Security Administration (NNSA), which includes
the nuclear weapons program, defense nuclear nonproliferation, naval
reactors and the office of the administrator, is funded at $8.8 billion,
an increase of $24 million over last year and $549 million below the
President’s request. The bill does not include funding for the robust
nuclear earth penetrator study but provides significant increases for
the Sustainable Stockpile Initiative, including development of the
Reliable Replacement Warhead. Additional resources are provided to
accelerate the consolidation of sensitive nuclear materials into a small
number of secure sites. Defense Nuclear Nonproliferation activities are
funded at $1.5 billion, $8 million above FY05 and $136 million below the
request. Weapons activities are funded at $6.2 billion, $296 million
below FY05 and $449 million below the request.
· Energy Supply and Conservation programs are funded at $1.8 billion,
$13 million above FY05 and $44 million below the request.
· Independent Agencies are funded at the budget request, except for the
Appalachian Regional Commission which is reduced by $27 million. The
Denali Commission is reduced by $64 million below FY05.
