I'm getting a similar interpretations locally.  That is, if you are a NRC 
licencee (which we are) you are considered in compliance with 29 CFR 1910.96 
even though 29 CFR 1910.96 covers sources that are not regulared by the NRC.

Anyone disagree with this "logic"?
