I believe the nitrates (U & Th) are encapsulated in or mixed with
cement because they are oxidizers & thought to be a fire hazard when
in contact with other wastes. Also they can form nitric acid when in
contact w/ water, which might hasten the deterioration of a metal
drum. These would not be concerns with the acetates.
