    Contact the FDA and request a copy of 21 CFR Parts 1000 and 1040.
This is the Federal Laser Product Performance Standard that must be
followed by the manufacturer of a laser device in which the item is
used as intended by the manufacturer.  Regulations require the
manufacturer to classify the laser.  These classifications are acceptable
under ANSI Z-136.

   If you can't get a copy I can make one for you (fax or copy).
