John,
while I was attending Idaho State University and working in the
Radiation Safety Office, the State of Idaho converted from and
Agreement State to an NRC regulated State, because of this we had to
draft a letter to the NRC stating that the State of Idaho would
guarantee 750,000 dollars towards clean up if ISU ever went out of
business. All we did was draft the letter and had the Idaho State
Board of education sign the letter. If you want more details I
recommend you contact Tom Gesell ( He is ISU's RSO) at 208-236-3669 or
you can reach me at e-mail address whithakr@inel.gov or 208-526-4151.

Our friends at the Radiation Control Division of State Health have
announced that we must carry "financial assurance" in the event that we go
out of business, or choose to dispose of the several (small) sources of
fissile material onsite.
This would make sense to me if we were certifying welds with gamma sources,
or similar. In reality, we never plan on going out of business, and the
sources will be useful for a VERRRRY long time to come.
Have other colleges and/or universities had to put up said "financial
assurance," and if so, how was it accomplished?
Thanks in advance.
John
