nrc nonprofit educational exemption

per sharon's query on fee exemption:

see p. 30 of the nrc notice booklet - it shows activities to be recovered 
through assessment of a surcharge.
lists  "nonprofit educational exemption" as one of those 

also on p. 47 it talks about the "fee exemption ...." being recovered in 
the surcharge - and states that the costs are "allocated to operating 
power reactors.."

later they talk about changing the current policy for allocating these 
costs,  but NOT doing away with the exemption
