Are there any NRC licensees who unconditionally release liquids or
granular solids using other than environmental LLDs? If so please
describe your process.

Does anyone conditionally release material (to non-licensees) which
falls within the exemption limits of 10CFR30 and meets the intent of
NRC Health Physics Position Paper #189 "Transfer of Exempt Quantities
of By-product Materials From a Nuclear Power Plant"? Has anyone used
this avenue to release "radwaste"?
