Don't forget the versions with the arrows (rays) coming out between the 
blades - another early version.  By 1948 this was a standard government 
form:  PHS-1060 (NIH) (10-48), printed by GPO.  The trefoil and center 
dot dimensions were like the currently specified symbol, but this 
version had a straight arrow about half the length of the trefoil blades 
midway between each pair of blades.
