NESHAPS Part I

According to NRC (Cool) and EPA (Weinstock?) sources, they have come
to an agreement on NESHAPS for NRC (and agreement state) licensees:

EPA will rescind Part I
NRC will promulgate rules which "contrains" air emissions to 10 mrem
per year.  Licensees that exceed the "contraint" will be required to
notify the NRC and provide an action plan for bringing emissions
below the constraint.  However, the NRC indicates they will not
require any specified time limit on the implementation of the action
plan.

It will be a "Type 2" compatibility item.
