The report in the San Francisco Bay media noted the test was 
on the order of 100 tons (or less) TNT equivalent AND underground.  
Even above ground, there would not have been sufficient energy for 
stratospheric injection and global fallout.

Disclaimer:  This opinion is highly dependent on the accuracy of the
seismic detectors used!
