{Can anyone shed some light on the report that the Cuban Government is
{receiving financial aid from the Russia to complete a nuclear reactor?
{The report stated that if a problem arose, fallout would reach the US
{(Florida) within 48 hours, and the southern states within 72 hours.
{I would appreciate any information.

5 Jun Wall Street Journal has an article concerning it. Summary
1.2 B$ spent and .8 B$ needed to complete. Although some companies
may have toured site none say they are in negotiations to do anything.
Russian MinAtom said several were being negotiated with and that
Cuba would pay with sugar and other exports. Consensus is that isn't
really feasable as this years harvest will be .6B$ this year much already
committed to barter deals.
Speculation is that 1- Russia is manouvering to be rewarded for not
building it.
2- MinAtom is just trying to cheer up it's 1.2 million person staff half
of which is idle.
3-MinAtom is a rogue ministry out of control.
Oh yeah someone commented that besides not being financially doable
it could not be built whilt the U.S. is embargoing Cuba.
