     You are absolutely correct. No licensee can ensure complete control 
     when an individual is deadset on circumventing procedures as well as 
     security precautions. The best the licensee can accomplish is to 
     provide adequate procedures, scrutiny of the workers they hire, and a 
     program which will identify "if" procedures have been violated, 
     whether they are intentionally or accidental. When discovered a 
     program needs to be in place that ensure proper steps are taken to 
     minimize the impact of the situation.
     
     The only way a licensee can meet the NRC's intent is to provide each 
     worker with a "baby sitter" to ensure that nothing is done to 
     jeopardize the facilities' license conditions and the regulations. 
     This is unreasonable, and, who will watch the "baby sitters" ??

I believe that this is an impossible standard.
