P-32, intentional distribution, etc.

There have been several other cases recently of intentional doses,
one involving a beta check source and another involving tritium in
someones coffee.  While these P-32 cases have not been proven to be
intentional these events certainly provide a history that can be related
to users as part of their training to heighten awareness of this potential.

These can also help reinforce rules for self monitoring.

Sometimes real stories carry more impact than abstract regulatory requirements.
