I don't know about the name "Webster Formula", but there has been
data published which supports the following FOR MEDICAL FLUORO ONLY:

1 badge:  Multiply the DDE by 0.3 = EDE
2 badge:  (Under apron at waist; outside at neck)
          DDE(waist) * 1.5 + DDE(neck) * 0.04 = EDE
