US nuclear power reactors are governed by a regulation called 10CFR50 (Title
10, Code of Federal Regulations, Part 50). Appendix R of this regulation
deals with fire protection requirements and may (I'm not sure) contain
useful information about firefighting preparations. Also, the American
Nuclear Society (ANS) has developed many consensus standards on subjects
related to nuclear plant design and operation, and I believe they will have
some that apply to your questions. Also, they may have training materials or
know of good sources of training materials, as well.
Now I have to apologize. I cannot location a mailing address or an Internet
page address for the ANS. I know that they have a page on the Internet, and
that's probably going to be the easiest way to explore what they have to
offer. Perhaps other Radsafers can chime in with an http://-type address.
