RE the subject of experimental ethics, in the US the Advisory
Committee on Human Radiation Experiments has just issued its report
(Oct 1995).  According to the report, a copy is available at
http://www.seas.gwu.edu/nsarchive/radiation (I haven't checked there
yet).
Hard copies of the 925 page report are available from the US
Government Printing Office.
The report includes a history of medical research ethics and of the
radiation experiments carried out before 1975.  It also has a general
section on ethical factors and recommendations for current
guidelines.  It is extensively footnoted and has bibliographies on
research ethics and radiation science.
