     The argument government control of is that the worker is not in 
     control of his own risk, his employer is.  A worker, by the theory, 
     has to work to live and is at the mercy of his employer.  Therefore, 
     the government must protect him.
     
     Whether you believe this or not, there is plenty of data to support it 
     from the turn of the century.  It goes far beyond exposure to 
     radiation or other hazardous materials.  It is also a subject that has 
     had far more than I could read in a life time written on it.
     
     In a perfect society? Yeah, we could probably get away with letting 
     people do whatever they wanted.  But, there is no perfect society.
     
     Therefore, we are left to debate the proper limits, and..
     
     to spend eternity moving from one extreme (absolute control) to the 
     other (anarchy).
