Re: Financial Surety



Good morning!  In response to Jon Dillon's question concerning decommissioning
funding plans, I offer these comments.  Our plan contained six chapters:
1)  Overview of Activities under Broad License #XXXXXXXX  2) Description of
Decommissioning Process  3) Cost Estimation for the Decommissioning Funding
Plan  4) Financial Assurance Requirements and Mechanism  5) Conditions for
Revising the Decommissioning Funding Plan  6) Recordkeeping.  I think the docu-
ment ended up being approx. 70 pages long.  I don't know whether it was longer
than necessary, whether the NRC would have accepted something briefer.  We had
no role model plans to look at so we had no idea what would be acceptable.  But
we were contacted later by a couple of companies who needed to write DFPs be-
cause the NRC had suggested that they look at our plan.

Most of the chapters were very short but Chapter 3 was very lengthy because we
detailed our cost calculations and methodology in that chapter.  If I can be of
