     There was a feature article on this in the HPS newsletter in November, 
     1995.  It describes the dual role of both the NRC and the EPA in 
     controlling mixed waste.  On August 8, 1995, both agencies published a 
     joint guidance on the storage of mixed waste in the Federal Register.  
     Basically, the Atomic Energy Act of 1954, the Solid Waste Disposal Act 
     (SWDA), the Resource Conservation and Recovery Act (RCRA), Hazardous 
     and Solid Waste Amendments of 1984, the Low-Level Radioactive Waste 
     Policy Amendments Act (LLROPAA) of 1985, and the Federal Facility 
     Compliance Act (FFCA) all deal with the issue of mixed waste.  The 
     above guidance is very helpful in assuring compliance with existing 
     regulations.

 Bill Lipton raises the question of "free release or unregulated disposal"
of exempt quantities.
     
I assume that these "quantities" are considered Low Level Radioactive 
Waste.  I once disposed of a check source which was a mercury compound and 
found myself in the never-never land of "mixed waste".
     
These items may be below regulatory concern but it would appear that they 
can still stick to you like fly paper.
     
In broad terms what are the regulations that control LLWR and mixed waste.
