     With the publication of the new 10CFR20, the regulatory arena does not 
     differentiate between external or internal dose with respect to 
     concern, since they are now treated as equals. The regulatory 
     implications for the total dose to the external is equivalent to the 
     total dose to the internal organs, for the same dose, obviously. No 
     concern or additional hazard is implied. An annual TEDE regulatory 
     limit of 5 rem can be given as either 5 rem DDE or 5 rem CEDE at the 
     extremes. The CDE can be much higher. This was an interesting change 
     in philosophy that has been taught over so many years. The current 
     nuclear worker population now understands the concept, although many 
     have no belief in what they are being taught.

calculations.  In terms of real risk indicators (effective dose or total
energy imparted), the internal dose is a greater hazard.  But as someone
previously pointed out, the regulatory risk may be a greater concern.<
