Another approach to Collective dose and its monetary valuation is the 
issue of cost avoidance.  If the cost of an RCT or other rad worker is 
$38,000/yr and the administrative limit is 1 Rem.  Then the value of 
the cost avoided could be $38,000/ Rem per year, if you avoid hiring 
another individual to continue the work.  Of course very few facilities 
give their workers high enough radiation dose to worry about this 
particular problem or hiring additional workers.
