Some of the changes found in Cember's third edition which are mentioned  in
its preface include:

1. Technical information needed to understand the calculation and use of
quantitative risk assessment for radiation hazards in order to allocate
limited resources.

2. A discussion of the IRPA safety standards for nonionizing radition and the
basis for which they were made.
