The problem with these compounds and some other true "mixed wastes" is not
whether they are regulated under AEA or RCRA, the problem is how to dispose of
them. Burial sites and other radioactive waste processing facilities cannot
accept materials that contain compounds that could be considered a listed or
characteristic waste. Most chemical companies will not and cannot dispose of
these compounds or any materials containing radioactive material.
Thorium and Uranyl Compounds can be disposed of quite easily as radioactive
material.

P.S. Whoever quoted $12.00 per gram to dispose of these materials should be
shot. Costs associated with disposal of those materials does not warrant such
outrageous prices.
