The answer is, well, yes and no. The Act & its amendments certainly
predate the WWW and other electronic storage & distribution mechanisms.
However, the Act and its amendments are also codified in Title 42 of the
United States Code, Sections 2041 ff. (I believe) Everything in the Code
is in the original Act or its amendments. The Code will also contain
something of a history of when certain sections were amended or repealed.
The USC can be obtained online via the GPO Access at:
http://www.access.gpo.gov/su_docs/
This is also a wonderful source for the Fed. Reg. the Cong. Record and
many other government publications. Public Laws (the original form
passed by Congress & signed by the President) are only available for the
last couple of years.
