Film can be useful up to 500 R, depending on the filtration and which
type of film is used.  There is a two sided version (fast and slow
emulsions) where the fast side can be removed and the slow side read at
the higher doses.  Since film is greatly affected by heat and moisture,
it is possible that some of the Chernobyl workers' badges were useless
due to that in addition to the high doses.
