There is a good reference for the history of film badge use by AEC/DOE called Film Badge Dosimetry in Atmospheric Nuclear Tests (National Academy Press, Wash. D.C., 1989). In section 4.D. it discusses the expansion of exposure ranges. The highest range mentioned is 10-300 R. Since some individuals exceeded 1000 R, they could easily have been out of range for film badges.
