NCRP Report #112, Calibration of Survey Instruments used in Radiation 
Protection for the Assessment of Ionizing Radiation Fields and 
Radioactive Surface Contamination, Dec 31,1991 answers many of the 
questions recently asked in this thread.  Apendix D addresses issues in 
calibration of a thin window G-M instrument for assessment of surface 
contamination.
