This is in partial reply to your questions.
1. The gestational weeks 8-24, and particularly 8-16, are regarded as those
during which the fetus is most sensitive to ionizing radiation.
2. People in medical imaging frequently use the "10-day rule", in  the
absence of hard data, for determining whether someone is pregnant or not. My
experience with occupational exposure has been that women usually figure out
that they're not falsely positive about 2 weeks following a missed period.
They do not hesitate to inform me, immediately.
