This 10 CFR Part 20 Training Manual is certainly no authoritative source, 
as the purpose of the manual clearly indicates. But the narrative in the 
definitions section for "high radiation area" and "radiation area" both 
contain the same caveats.

"Rate measurements do not usually provide a final determination of the 
classification of an area. Consideration must be given to source "ON" 
time and personnel occupancy. Also, measurements must be made at 30 cm 
from the source..."

Perhaps these comments are in error or misleading and should be discussed 
with USNRC Technical Training Center, Chatanooga ...
