The formula is only properly used when one has a direct measurement of a
discrete number of counts, in this case, say, those that would be collected
during a one-minute interval with a scaler (eg. Ludlum 2221). I'd be very
surprised if any regulatory body would permit the use of ratemeter
measurements, in the context of final decommissioning/decontamintion, for
anything other than seat of the pants radiological characterization.
