Check out NUREG-1156 (Brodsky) or Statistical Consideration in Practical
Contamination Monitoring (Brodsky and Gallaghar), Radiaiton Protection Mgmt
Vol. 8, No. 4 (July/August 1994).  

The RPM article breaks everthing down pretty well without all the regulatory
hullabaloo.
