You are absolutely correct in that.  Sorry, I mis-read 35.315(a).

I know it may seem like the hard way to do things, but I think education is
the answer here.  If people could understand what "Radiation Area" and "High
Radiation Area" meant, then we'd alleviate the fears, yet still be able to
provide valuable, useful information (via the appropriate postings) to
persons working in or around the area.
