FYI: at one DOE site, in New York State, we used a limit of 35 pCi/gm for
depleted U, which is what I presume you mean by U-238. We ended up cleaning
to background, since the soil distribution (top 3") was such that it was
easier than trying to split hairs. We also, in the process, cleaned up a bit
of consumer-discarded NORM, as Ra226 in coal ash that people in the
neighborhood had buried in their backyards (~5 pCi/gm).
