As a clarification on the issue raised recently regarding a final rule on the above
subject, the NRC has not finalized this rule.  A draft of the final rule was submitted
to the Agreement States for review.   The Agreement States have been requested
to provide comments by September 20, 1996.  A copy of the draft final rule can be
found in the NRC's public document room.  Additional public comments will be
considered if time permits.  This means if submitted by September 20, 1996.
