         The DOE Radcon Manual also mentions control of tools via "tool
storage location." though no reference is given as to the criteria for
establishing an RMSA specifically for tools.  10CFR20.1905 refers to
"Exemptions to labeling requirements". See part (e).  Probably the biggest
key(s) is/are positive control, minimization of access to the tool storage,
and that the tool area is situated to where the tools are to be used.
