You might try something like a Bicron A/B probe.  It's got a ZnS coated
plastic scintillator, so theoretically, you can connect it to portable with
a 2-channel anylizer and characterize the stuff.  Problem then is you know
it's alpha, but you don't know if it's radon daughters.

I have a question about your release limit.  Does the "total, fixed plus
removable" limit apply to personnel contamination?  My assumption has always
been that you have to control personnel contamination to the removable
level. After all, if it got on a person, it must have been removable.
Here's a loaded question:  Do you let people walk off your site that are
potentially contaminated up to 4900 dpm?
