RE: NRC Licensing Conditions
The authority for NRC to put those kinds of conditions in a license
flows from 10CFR30.34(e), Terms and conditions of licenses, which states
in part:
"The Commission may incorporate in any license issued pursuant to the
regulations in this part...such additional requirements...as it deems
appropriate or necessary in order to:
(1)Promote the common defense and security;
(2)Protect health or to minimize danger to life or property;
(3)...
(4)Require such reports and the keeping of such records...as may be
necessay or appropriate to effectuate the purposes of the Act and
regulations thereunder."
(where the ... appears, I skipped some text, but this is the intent of
the section.)
These statements cover a whole lot of provisions.
