NRC Licensing Conditions -Reply



Of course NRC has the authority to impose
restrictions above the Title 10 requirements. 
Besides the aformentioned basis provided by
another RADSAFER, take a look at the Atomic
Energy Reorg Act of 1973.

Relatively speaking, Title 10 is in many aspects
generic in nature.  It would have be very
difficult, if not impossible, to forsee and
promulgate regulations which cover all of the
possible activities a licensee might wish to
pursue.  As an example, Part 20 applies to all
licensees whether they be a nuclear power
station or a small lab in a university.

All of the nuclear power plants in this country
have characteristics which are unique in
nature.  That is why PSARs and UFSARs were
needed.
