Actually this is the "politics knows nothing of science, but knows how to pass 
politically 'acceptable' legislation" thinking. The Congress is learning. Now
if we could just educate the NCRP.

Maybe we need to elect the NCRP instead of EPA/DOE/FDA/NRC appointments
(voting with funding).
