In a recent Chicago case, in my neighborhood, (where the "Loop"
elevated runs at ground level,) a local some years ago staggered
out if a bar in a very inebriated state, went down what he thought
was an alley to relieve himself, took a wizz on the third
rail, and electrocuted himself. His widow sued and collected
1$million from the Chicago Transit Authority, in part because
the warning signs were not in the person's native language.
(Sadly,) in America payments often bear no connection to
the amount of real harm incurred, the amount and location of
possible blame, etc.
The amount of payment, IMHO, has nothing to do with the
amount of real harm done, and in some cases, merely is a result
of some politican wanting to look good.
